Dr. Jeffrey J. Barnard spent 37 years with the Southwestern Institute of Forensic Sciences, 33 of those as Director and Chief Medical Examiner before retiring from Dallas County in 2024. Experienced in testifying as an expert witness in both criminal and civil courts in Texas, Dr. Barnard has specialized in forensic pathology and has appeared on numerous forensic sciences shows including HBO series "Autopsy". A published author with works in the New England Journal of Medicine, Plastic and Reconstructive Medicine, American Journal of Forensic Medicine and Pathology and most recently co-author of the forensic textbook, "Atlas of Forensic Pathology," Dr. Barnard has leant his expertise in such notable and high-profile cases as the Texas 7 trials, the Chemirmir serial killings, and numerous death penalty trials.
Upon his retirement from Dallas County, Dr. Barnard expanded his previous consulting work to formally form Barnard Forensic Consulting, where he offers his nearly 40 years of experience in forensic pathology for civil and criminal cases.
Dr. Barnard holds a bachelor's degree and a medical degree from Texas A&M University and Texas A&M College of Medicine. He completed his residency in Anatomic and Clinical pathology at Scott and White Hospital in Temple, Texas before completing a fellowship in Forensic Pathology at the Medical Examiner's office in Suffolk County, New York. Dr. Barnard holds board certification in Anatomic, Clinical and Forensic pathology and also served as Professor of Pathology at the University of Texas Southwestern Medical Center and is the current Presiding officer of the Texas Forensic Science Commision.
